Government Shutdown Updates and Information
Please take a moment to read the 3D Memo from the Chancellor, dated January 10, regarding the partial U.S. federal government shutdown. Additionally, below are the federal shutdown generalities provided by SPARCS:
For published proposals: deadlines continue to apply, and applications should be submitted in accordance with those deadlines, through the prescribed mechanism (email, web portal, post).
- While proposal receipt will be time/date stamped through all of these mechanisms, support staff may be unavailable to answer questions or assist with troubleshooting. Please plan ample proposal processing time to address any acceptance problems.
- If a submission portal becomes unavailable so that a deadline cannot be met, document the loss of availability (e.g. a screenshot from the closed system) and be ready to submit the proposal when access is restored, following any agency guidance related to late submissions.
- Actions that require sponsor staff intervention, such as issuing awards and prior approvals, are not expected to occur during the federal shutdown for those agencies with suspended funding.
- SPARCS will continue to submit prior approval requests to the extent a mechanism is available to do so. However, we do not expect responses from agencies affected by the shutdown, and we ask your patience when sponsors reopen as they work through accumulated requests.
For active awards: grants and contracts that do not depend on federal resources, such as access to federal facilities, personnel and data that become unavailable as a result of the shutdown, generally continue as planned. In the event you receive a stop work order for a specific project, please forward to sps@ncsu.edu immediately.

Updated CALS Budget Spreadsheet
With the recently released state fiscal Year 2018-19 fringe benefits and insurance rates, CALS C&G has updated our internal Budget spreadsheet to account for the revised fringe calculations. Specifically, we have added new cost categories, e.g. livestock purchases, and included the ability to select “Summer (Faculty)" when budgeting for fringe. The updated spreadsheet is currently available on the CALS Business Operations website under Documents and Forms or via this link and should replace any previous versions. If you have any questions please reach out to your Pre-Award Consultant or cals_preaward@ncsu.edu.
Staff Updates
New A/R Accounting Tech Joins Business Services Team
Please join us in welcoming our newest Accounts Receivable technician, Rameen Sarwary, to the Business Services team. Rameen joins us with over 10 years of finance experience with focuses in budget, accounting, and contract and grants. He attained his Bachelor's degree in Economics from Kabul University in Kabul. Prior to this position, he was working on a Temporary assignment with CALS' Horticulture department.
As Rameen continues training, please continue to submit your A/R needs through ServiceNow and contact Tiffany Bryant at tlbryan3@ncsu.edu or 919-515-7919 with any A/R needs. We are still working to fill our other A/R vacancy and will continue to communicate updates as we work to fill the position.
